The Short Answer

A waist fan with a 10,000mAh battery, like the 3Life S164, runs cooling all day and still holds enough charge to give a phone a partial top-up through its USB output. It is one battery doing two jobs, handy in a brownout.

The power went out in our Quezon City stockroom last April, 2:40 p.m., heat index outside pushing 40°C. No aircon, no ceiling fan, and three phones crawling toward zero. The one thing still moving air was a 3Life S164 waist clip fan from VMIDirect, clipped to a shirt hem and pointed at a sweating face. Compared with the lighter 3Life F013, which carries a 4,500mAh cell and no USB output, the S164 is the one to reach for when charging matters. If you only need cooling and want the lower price, the F013 at ₱699 is still the sulit choice.

Where This Actually Earns Its Keep

Field vendors at the palengke who cannot leave the stall. Riders between long drops. Anyone who has lived through a provincial brownout knows the sayang feeling of a phone dying with a customer waiting. A wearable that also charges is not a gimmick here, it is a backup plan you were already wearing.

One caution on trust. A fan's USB output is slow by design, so treat it as an emergency top-up, not your main charger. And like any lithium device, keep it out of a parked car in direct sun. Around 24 hours at low speed and roughly 6 to 8 hours at high speed. Charging a phone from the same battery shortens the cooling time you have left.

Is a fan-powerbank combo worth it over buying both?

For workers and commuters, yes. You carry one device instead of two, and the backup charge is there on the days a brownout hits without warning.
